Why cant I go below F3.5?

I am new to photography. I am playing with my Canon 650D in Manual Mode and the problem is that sometimes I can see F2 and sometimes I can not go below F3.5.
My settings:
Iso 400
Shutter speed: 1/200
Aperature (now stuck ) at F4.0

Am I missing something or did something wrong.

Please help.

Your aperture depends on the lens. You can set it in your camera, but what numbers you can set it to, depends on the lens. Some lenses have different widest aperture at different focal length.
What lens do you use?

srbaniya… I’m thinking you are working with a zoom lens with a variable aperture. The maximum aperture would change with what focal length you have it set to. The longer the focal length the smaller maximum aperture opening, (and larger f/number).
