Hi
Just had a quick 20 minutes play with this in Photoshop.
I thought the water looked a little like a sand dune, so I cut the background out with the seaweeds and added a beach. Then tweaked the curves and hue/saturation until the water and sand have a similar tone. I like the way the Pyramids at first glance make you assume you’re in the desert but the splash of the surfers comes out pure white reminding you it’s water.

Edits were made in Lightroom 5 and PSE 10.
In Lightroom I first leveled the image and removed all spotting. I then decreased highlights to -100, increased shadows to +100 and found the black and white points. Adjustments were made to contrast, clarity and vibrance. The image was sharpened a bit with some post crop vignetting added.
In PSE I cropped to 8×10 removing the sky. The midtone input level was lowered to .90.
Considerable use of the clone tool was used to move two of the surfers within the image, add a wave,
and remove the unattractive seaweed.

Early to the beach
Lightroom 5 Adjustments:
Graduated filter with full 4.0 tint increase to make sky.
Circular Radial filter at maximum 4 stop over exposure to create rising sun.
Cloned horizon and sea at 35% opacity over bottom half of rising sun to make reflection on water.
Graduated filters with under and over exposures at 45% angles from bottom left and upper right.
