Low ISO usually will give you a cleaner sharper image without grain. So if you have enough light like for example outdoors, while using flash/strobe or long exposure with slow shutter speed, you should use the lowest ISO possible.
On other hand in situation, when you don’t have enough light and can’t use flash, you have no choice, but make you ISO higher.
Some photographers also like to rise their ISO, because they actually like the grain it give to their images.I also want to point out that newest cameras perform much better at high ISO. Post processing software are getting better in removing noise as well.
