My first choice would be Paintshop Pro, I’ve been very satisfied with Paintshop Pro for many years, and find it quite a full featured editor.
perhaps followed by Photoshop Elements, perhaps followed by Affinity photo . Photoshop Elements and Affinity are also good programs that should satisfy your needs.
But there are so many others, every one them with a different style of use, and each with their own strengths and weaknesses.
I use a XP-Pen Star G640 https://www.xp-pen.com/product/51.html drawing tablet , size small, and find it plenty big for retouching photos.
