The best panning with this shot would only freeze the bird and leave the solid color background as is.
The photo would lose it’s purpose.

It is not easy to pan period, it is not easy to pan birds. But If you get it I would assume that you could get the bird in focus and maybe his wings moving. I would be fun to try.
But in general, intekhab, you should have at least something in focus in the picture.
