It all depends on the photographer's intention.
If the lower portion of a scene contains more importance, then the horizon line should be at the top 1/3.
Conversely, the horizon line would be placed at the lower 1/3 position if the upper area of the scene was more significant.

Here.. I believe that the mid point, as selected for the horizon line, is appropriate as both the upper and lower portions of the
landscape share equally to give the viewer the best "feeling" or "mood" for the photo.
