The top photo settings are F5.6, ISO 400 and Exp .625. The bottom photo settings are F4.5, ISO 100 and Exp 2.5 sec. The Tribute light was not visible 30 min after the sunset.

If you have chance, you can try to shoot the same image about 30 min after sunset and see what you get. There should be more details in the sky and water, which will define city better.
