Mandrake,

To do this picture I copied the original photo into 11 layers... I then rotated each layer about 15 degrees... I changed the blending mode in PS to soft light and changed the opacity to between 50-60% on each layer. When you do this, you end up with a big dark circle in the middle of the picture so I then moved the pictures around some to the left and some to the right (and resized some) until I liked the resulting colors and composition. I kind of like the look and it only takes about 10 minutes to create...
